Extract from new Academies Financial Handbook – effective from 01.09.16

What has changed in this edition?

The main changes in the 2016 edition are as follows:

Governance

  • We are emphasising that boards of trustees should identify the skills they need and address any gaps in their skills through recruitment or training (1.5.14).
  • To align with the terminology used in the Governance Handbook we are referring to the trust’s publication of its governance structure and remit as its ‘scheme of delegation for governance functions’ (1.5.15 and 2.5.2).
  • We are emphasising that all trusts must have a senior executive leader who should also be appointed as accounting officer, and that these roles must not rotate (1.5.19, 2.1.2 and 2.1.8).
  • We have updated the text on registers of interests. We are confirming that trusts must publish the relevant business and pecuniary interests of their accounting officer regardless of whether they are a trustee (2.5.2 and 3.1.20). We are confirming that local governors are included when identifying relevant interests from close family relationships (3.1.18). We have also simplified the text in 3.1.19 and 3.1.20.
  • We are confirming that trusts must use Edubase to notify the Department for Education (DfE) of the appointment and vacating of the positions of member, trustee, local governor in a multi-academy trust, chair of trustees, chairs of local governing bodies, accounting officer and chief financial officer (4.7.4).

Eric Dray – Chair and Foundation Governor

Governance Experience
Foundation Governor at St John Fisher for over 30 years, under four headteachers.
Chair since 2013.

Served a Vice Chair on the governing body for several years.

Amanda Allcock

Amanda Allcock – Parent Governor

Governance Experience
I have been a Parent Governor at St John Fisher since September 2017. I sit on the Finance and Resources Committee. I have also been a Local Authority Governor for the past three years at a Stoke on Trent Infant and Junior School. I sit on the Finance, Personnel and Health and Safety Committee and Link Governor for SEND.

Knowledge and Skills/Areas of Expertise and day job
I have within my portfolio service provision over twelve sites, three social work teams, over 300 staff and a budget of over 35m.
The day job is – Strategic Manager for a Local Authority.
I manage the managers of social workers, Commission younger adult services and hold the position of Principal Social Worker. I am the Council lead for Approved Mental Health Practitioners (AMHP) and lead on Mental Health. I also am the Strategic Manager for Learning Disabilities which includes sitting on the SEND strategic board. I lead for Continuing Health Care (acquiring health funding for additional needs, including support within the school for those children with the most complex health, MH or behavioural), Transition lead (Y9 to 25years old) and am an active member of Teaching Partnership Boards for Keele, Staffordshire and Birmingham Universities.
I have over 12 years’ experience at a strategic level and have been a qualified social worker for over 20 years. I have a first degree in Behavioural Sciences and a MA in Social Work.
I am absolutely committed to the value that education and schools have within society and want to see all children and young people reach their academic potential. I’m also mindful of the role schools have in partnership with parents and the community to ensure our young people are resilient, safeguarded and have timely support to meet emotional, psychological, mental and physical health needs.

Matthew Amison

Matthew Amison – Foundation Governor

Governance Experience
I am a Foundation Governor and I sit on the Standards and Provisions Committee.

Knowledge and Skills/Areas of Expertise and day job
The day job is – Head of Geography at Lichfield Cathedral School.
My background is in education. I graduated with a B.Sc. (Hons.) in Geography and also completed a P.G.C.E. at the University of Wales, Aberystwyth. I also have a master’s degree in Education Leadership and Management from Manchester Metropolitan University. Some years ago I was elected to be a Fellow of the Royal Geographical Society and am a committee member of the North Staffordshire branch of the Geographical Association. I have over 22 years of teaching experience across four very different schools. I have held a variety of middle-leadership roles over the years.

Sai Chan

Sai Chan – Foundation Governor

Foundation Governor at St John Fisher Catholic College – March 18 – Present
No previous experience, this is my first appointment in this role.

Knowledge and Skills/Areas of Expertise and day job
The day job is an Accountant.
I have over 20 years’ experience in accountancy and I am a qualified ACCA accountant and currently work for a top 10 accountancy practice in Stoke-on-Trent. As a result of my qualification, I am required to maintain my knowledge of any changes to legislation and accounting and auditing standards by attending courses and reading updates and releases. My professional has provided me with exposure to a wide range of business sectors and structures. More recently, I have been involved in the audit a number of Academies in the Staffordshire area which has provided me with an oversight of how academies are run and funded.

Kay Evans

Kay Evans – Foundation Governor

Governance Experience
I am a Foundation Governor on the St John Fisher Local Governing Board. I am the Link Governor for Special Educational Needs and Disabilities (SEND) and Humanities. I sit on the Standards and Provision and Admission committees.
Prior to this I was a Governor at St Thomas Aquinas. I have been a governor for at least 10 years.

The day job is – Owner and Manager of Private Day Nursery.
My background is in Early Years, where I own and manage a Private Day Nursery.
I am the SENCO and safeguarding Lead.
Responsible for recruitment and professional development of staff.
I have 2 grown up children who have both attended St John Fisher.

I have over 30 years’ experience in Business Management roles (Children’s Social Care and Education) – my areas of expertise are Business Management, Administration, Premises, Health and Safety, HR and Finance. The day job is currently PA to the Principal at a local primary school.
I am proud to say that my 3 children have all attended (or attend) St John Fisher Catholic College and am privileged to be part of the team. I am a parishioner at Holy Michael Archangel.

The day job is – Headteacher of St John Fisher Catholic College and Accounting officer for Christ the King MAC
I have over 30 years’ experience of teaching in Secondary Education, 27 year being in Catholic Education. My subject area is Science, primarily Physics. I have taught all abilities and ages from KS3 to KS5. I have extensive experience of middle and senior leadership in schools.
BSc(Hons) Physics and Chemistry, PGCE, MA in Education, NPQH, Postgraduate Diploma in Catholic Leadership.
In my local Parish, St Joseph’s in Goldenhill, I am a Minister of the Eucharist and organise Children’s Liturgy.

I am a Staff Governor on the St John Fisher Catholic College local governing board. I sit on the Standards and Provisions Committee.

Knowledge and Skills/Areas of Expertise and day job
The day job is Deputy Headteacher.
My background is in education and in teaching. Formerly I was Head of Year and Head of Department in a school in London, as well as supporting teaching and learning across a Sixth Form consortium. I have previously been Second in RE, Key Stage Progress Coordinator and Assistant Headteacher. I am currently line manager for Maths and SEN.
I am a parishioner at Holy Trinity parish in Newcastle under Lyme. B. Rel Sc.

David O'Leary

I am both a Foundation Director for Christ the King Catholic Collegiate and Foundation Governor on the St John Fisher local governing board. I sit on the Board’s Audit Committee and the Standards and Provisions Committee. I am the Link Governor to the English Department.
Prior to this I was a Foundation Governor at St John Fisher (from 2010).

The day job is – Part time Mathematics Teacher at St Thomas More Catholic College. I am semi-retired.
My background is in education and in teaching Mathematics ages 11 -18.
Formerly, Head of Sixth Form, SEND, Data Advanced Skills Teacher; supporting teaching and learning in other schools, Parish youth work.
I am a member of the Lay Community of St Benedict

Margaret Wood

Margaret Wood – Foundation Governor

Governance Experience
I have been a Foundation Governor at St John Fisher for the last 13 years.
For most of that time I have served as a member of the Finance Committee (now Finance and Resources) and I am currently a link governor for Mathematics and Performance.
I have also been involved in staff recruitment at all levels as a governor representative.

I have seen many changes to the school over the years including the launch of Trinity 6th Form (the amalgamation of three Catholic 6th Forms in the area) and more recently the conversion to Academy
I have lived and worked in the area all my life and my children both attended SJF and previously St Mary’s where they thoroughly enjoyed their time at both schools.
I attend Holy Trinity where I am an active member of the Children’s Liturgy team.
It is a privilege to be associated with St John Fisher.

As a former pupil of St John Fisher, I am proud to have served on the Governing Body for many years. I was initially appointed as a Local Authority Governor, going on to be Chair of Governors. I am currently a Co-opted Governor.

The day job is – Civil Servant employed by Her Majesty’s Prison and Probation Service.
Health and Safety Lead for the Midlands Division.
Magistrate in Staffordshire, a role that I have carried out for the last 22 years.
Local Councillor representing Wolstanton on Newcastle Borough Council.
